On January 20, the State Information Office held a press conference on the development of industry and informatization in 2021. In 2021, the added value of industrial production above designated size will increase by 9.6 percent year-on-year, and industrial production will develop in a balanced and steady manner generally. Luo Junjie, head of the operation Monitoring and Coordination bureau of the Ministry of Industry and Information Technology (MIIT), said the ministry will use a "combination of measures" to ensure steady growth of the industrial economy in the first quarter.
According to Tian Yulong, chief engineer of the Ministry of Industry and Information Technology (MIIT), China's digital economy will enter the fast lane in 2021. It will accelerate the integration of digital economy and real economy, strengthen the construction of digital information infrastructure, foster new industries, new formats and new models, and steadily promote the rapid and stable development of the digital economy.
Focus on boosting investment in manufacturing
Facing the industrial economy downward pressure in the first quarter, jun-jie luo, said miit will jointly with relevant departments from the fiscal and taxation and finance, insurance for price stability, support the development of small and medium-sized enterprises, etc., launch more powerful and effective policy measures, playing good industrial growth "serial" "combination", to promote steady economic development in the first quarter, the market to stabilize the economy "YaCangShi" play a good role.
Luo junjie introduced the Ministry of Industry and Information Technology will carry out the following aspects of specific work: focus on boosting manufacturing investment. We will give full play to the key driving role of investment in stabilizing industrial growth, and promptly launch major projects to implement the 14th Five-Year Plan for industry and information technology. Miit will work with relevant departments and local governments to establish a service mechanism for mobilizing major projects. At the same time, we will strengthen industry-finance cooperation, encourage supporting enterprises to increase input, and guide financial institutions to increase support for the digitalization and greening of enterprises.
We will actively guide the expansion of consumer demand. Luo Junjie said, will seize the Spring Festival, Lantern Festival and other traditional consumption season opportunity, stimulate the domestic market advantage of large scale, deep digging residents' consumption potential. We will deepen the implementation of the strategy of "three products, three products," promote upgrading of information consumption, and intensify efforts to cultivate industries such as intelligent and connected vehicles, smart health care for the elderly, and snow and ice equipment. We will increase consumption of new-energy vehicles, and encourage localities where conditions permit to send green smart home appliances and green building materials to rural areas.
We will coordinate efforts to ensure energy production factors. Jun-jie luo stressed that accurate through industry chain supply chain plugging point card points, focus on enterprises' lack of core "ark" deficiency "shortage of workers" and other issues, strengthen energy, logistics, coordinate labor elements such as security, priority focus on the industrial chain of the supply chain and stable operation of security, especially in areas such as chip shortage, to address the car key parts supply channels open.
Accelerate the use of new kinetic energy engines. Luo junjie said that the digitalization and intelligent transformation of traditional industries and the expansion and strengthening of emerging industries will stimulate new drivers of economic development, improve the multi-level industrial Internet platform system, deepen the integrated application of 5G and gigabit optical network in manufacturing, mining, energy, agriculture, transportation and other fields, and boost the digital transformation of industries. We will actively expand the application of virtual reality and smart, healthy and elderly care products, and foster emerging industries such as big data, artificial intelligence and the Internet of vehicles.
`Improve the core competitiveness of manufacturing
Improving the core competitiveness of the manufacturing sector will be a major task for the ministry for some time to come, said Tian Yulong, miIT's chief engineer.
The stability and security of industrial chain and supply chain is the key to the core competitiveness of manufacturing industry. "Great efforts will be made to carry out special projects on key technologies that restrict the improvement of the core competitiveness of the manufacturing industry," Tian said. We will establish a number of manufacturing innovation centers, especially jointly build a number of centers with local governments, promote industrial clusters and industrial chains, and make the upstream and downstream sectors of the manufacturing industry develop in a coordinated way."
Tian Yulong said, will form from three aspects of manufacturing development window. Specialized and special new enterprises should develop in large quantities and focus on development. Through a series of policies such as cutting fees and taxes, specialized and special new enterprises should develop rapidly and become the core competitiveness of manufacturing industry.
We will significantly improve smart manufacturing. Tian Yulong stressed that intelligent manufacturing will be a breakthrough point and focus, will use digital technology, information enabling technology, accelerate the digital transformation and upgrading of the manufacturing industry, so that the equipment manufacturing industry, high-tech manufacturing industry, in some high-level parts, 5G+ industrial Internet applications continue to stay ahead.
In addition, we will promote green manufacturing and implement the carbon peak action in the industrial sector. "Low-carbon and green manufacturing is an important driving force for the transformation, upgrading and innovative development of the manufacturing sector." Tian yulong said.
The development of the digital economy has entered a fast lane
Regarding the development of digital economy, Tian said that China's digital economy will enter a fast lane in 2021, with encouraging achievements in key technological innovation, industrial economic scale and development ecology.
China has made a series of breakthroughs in the core technologies of the digital economy. "China's innovation and development in the fields of big data, cloud computing and block chain is currently ranked first in the world. "5G mobile communication technology, equipment and applications are leading the world, smartphones are among the advanced in the world, and integrated circuits and software, the foundation of the digital economy, have also achieved landmark achievements."
China has built the world's largest optical fiber network and 5G network. According to Tian, 1.425 million 5G base stations have been installed nationwide by 2021, and 5G networks have covered all prefecture-level cities, more than 98 percent of county towns and 80 percent of towns and townships. China's 5G mobile phone shipments reached 266 million units in 2021, up 63.5% year on year, and the number of 5G mobile phone terminals connected reached 518 million households.
According to Tian, the revenue of China's software information technology service industry will grow by 17.7 percent in 2021, ahead of the industry average. "With the rapid development of the home economy, online economy and information technology brought by the epidemic, the driving force of the industry and the pulling force of demand have emerged." Tian yulong said.
At the same time, the digitalization of manufacturing has accelerated. Tian said that in 2021, China's intelligent manufacturing equipment industry will develop rapidly, with more than 150 industrial Internet platforms with national influence, and more than 2,000 "5G+ industrial Internet" projects under construction.
Digital economy development situation in our country, the follow-up to the implementation of the State Council issued the "difference" digital economy development plan, to speed up the digital economy and real economy, strengthen the construction of digital information infrastructure, improving the digital economy management system, collaborative digital industrialization and promote the digital industry, will be a new generation of information technology to traditional industry, We will foster new industries, new forms of business and new models, and steadily promote the rapid and steady development of the digital economy." Tian yulong said.
Zhao Zhiguo, director of the Information and Communication Administration Bureau under the Ministry of Industry and Information Technology, said that 2022 is a key year for the large-scale development of 5G applications, and the Ministry will continue to improve 5G network coverage and accelerate the in-depth integration of 5G with vertical industries. China will carry out 5G network construction moderately ahead of schedule, continue to expand the coverage of county seats and towns, and improve the depth of 5G network coverage in high-speed rail, transportation hubs, shopping centers and other crowded areas, as well as in key industries such as industry and medical care.
